DCI Completes Major Feasibility Study for New MDTA Maintenance Facility

The Maryland Transportation Authority (MDTA) challenged a team developed by AECOM(including DCI) with a feasibility study to direct the selection of a site for a new maintenance yard to serve the JFK Memorial Highway. Located off I-95 near the Harford County/Baltimore County line, the two sites that DCI assessed spanned 23 acres and 26 acres respectively — a significantly large expanse for consideration.

DCI helped evaluate the sites by identifying the site constraints. This was done by creating a natural resource inventory plan, which used various sources, such as prior perk test applications; soils maps; various wetland and wildlife inventories; well and septic records; land records, GISmapping; FEMA floodplains; aerial mapping; and field visits. The proposed site improvements include stormwater management and utility services.

MDTA required a site analysis to identify domestic water and sanitary sewer availability. DCI prepared a perk test application and hired a contractor to perform the perk test. DCI determined discharge points, and prepared concept level stormwater management plans for four bio retention facilities, six bioswales and four dry ponds for the two locations combined.

With this project, DCI proved without a doubt the firm’s ability to apply all civil engineering disciplines to a highly complex project. It required an uncommon expertise in identifying monumental challenges and developing innovative solutions that will meet regulatory requirements with cost efficiency.
